Temporary staffing agency or process outsourcing — which one to choose?

Veln — operations team · updated: · 6 min read

Short answer: temporary staffing (praca tymczasowa) gives you people whom you manage yourself — process outsourcing hands an external company an entire slice of your operation, together with responsibility for its outcome. You choose the first model when you want to keep full control over the work; the second when you want to buy a result (e.g., packed orders), not hours of labor.

Temporary staffing (informally: leasing pracowniczy) — how it works

  • The agency employs the workers and assigns them to your company; they work under your direction, inside your process.
  • You manage the work; the agency is responsible for recruitment, paperwork, cover for absences, and — done well — team stability.
  • Billing: an hourly rate for hours worked.
  • Biggest advantage: flexibility of scale and fast gap-filling without expanding your own HR function.
  • Legal condition: this is formally temporary employment — the limits and rules of the Act on the Employment of Temporary Workers (ustawa o zatrudnianiu pracowników tymczasowych) apply.

Process outsourcing — how it works

  • An external company takes over a defined process (e.g., co-packing, unloading, picking for a zone) and runs it with its own people and its own team leader.
  • Responsibility shifts to the contractor: you settle based on the result (units, pallets, orders), not on attendance.
  • The contractor holds managerial authority over the workers — this is the key legal and organizational difference from temporary staffing.
  • Biggest advantage: you offload management of a segment that isn't your core competency, and you turn a fixed cost into a variable one.
  • It requires maturity on both sides: a measurable process, clear KPIs, and honest accounting for quality.

How to choose — three questions

  • Do you want to direct the work yourself? Yes → temporary staffing. No, you want to buy the result → outsourcing.
  • Can the process be measured (units, pallets, errors)? Without metrics, outsourcing turns into a dispute over quality.
  • Is demand variable? High variability favors mixed models: a permanent core of your own staff plus a flexible layer from an agency.

The mixed model — the most common choice in practice

In real operations, a pure model rarely wins. The typical setup looks like this: your own team as the core, temporary staffing as a flexible layer for peaks and growth, and outsourcing for separate, measurable processes you'd rather not manage. What matters is that every piece has clearly defined responsibility — most problems start where 'someone was supposed to keep an eye on it.'

Veln works in both models: we build temporary staffing teams run by our own coordinator, and we take over process segments where the client wants to be billed for results. In conversation we'll advise you honestly — including when the simpler option is the better one.
